Rrjeti i Organizatave të Kulturës-Mitrovicë ka mbajtur një debat me drejtorin e DKRS’se Z.Tafil Peci, duke u fokusuar në sfidat e dala gjatë pandemisë dhe hapat që duhet ndërmarrë në dobi të sektorit të kulturës. Ky aktivitet ka ardhur si rezultat pas një raporti të shkurtër të nxjerrë nga RROK, e që ka shpërfaqë sfidat dhe gjendjen e skenës së pavarur kulturore gjatë pandemisë COVID-19 në Mitrovicë.
Që në fillim të takimit u theksua se si çdo sektorë tjetër, pandemia ka ndikuar negativisht edhe skenën kulturore duke e zënë në një situatë të pazakonshme, të befasishme dhe se puntorët e këtij sektori janë detyruar të funksionojnë nga shtëpitë e tyre, duke ofruar aktivitete të ndryshme edukative e artistike përmes mediave sociale dhe komunikimit virtual. Në anën tjetër Z.Peci – Drejtor pranë DKRS’së, ndër të tjera njoftoi të pranishmit edhe për sfidat me të cilat janë ballafaquar instutucionet varëse të kësaj drejtorie, duke mbyllur shumë nga këto insitucione dhe duke anuluar një mori aktivititesh sipas masave të kërkuara nga institucionet relevante.
Si masë për zbutjen e sfidave të shkaktuara nga pandemia, z.Peci u zotua se DKRS do të shpall thirrjen publike gjatë ditëve në vijim me anë të së cilës do synojë të mbulojë shpenzimet e obligimeve financiare, si në fushën e kulturës, poashtu edhe të sportit.
Njëherit DKRS mbanë shpresën për alokimin e një granti në vlerë prej 300 mijë eurosh për një projekt dy vjeçarë, të financuar e premtuar nga Banka Botërore, me theks të veçantë për nevojat e sektorit të rinisë, mirëpo deri më tani ky projekt ka ngecë dhe se janë në pritje për të marrë ndonjë informatë shtesë. Të pranishmit shprehën shqetësimin edhe për mungesën e hapësirave kulturore duke rikujtuar se shumë nga objektet kulturore tashmë janë komercializuar dhe se ky sektor ballafaqohet me mungesë të hapësirave e infrastrukturës adekuate për të plotësuar nevojat e secilit institucion. Përfaqësuesit e organizatave kulturore ngritën edhe çështjen e mungesës së drejtorëve në institucionet varëse të DKRS’së, si dhe shprehën gatishmërinë po qe nevoja ta përkrahin DRKS’në në kërkesat e saj karshi komunës, deri në sigurimin dhe plotësimin e vendeve të parapara me ligj për drejtor të institucioneve varëse. Për për gati tre vite nuk ka drejtor të Bibliotekës “Latif Berisha”, drejtor të teatrit të qytetit “Muharrem Qena”,drejtor të “Muzeut të Qytetit”, drejtor të qendrës së kulturës “Rexhep Mitrovica” drejtor të Galerisë së artit, e as shef të kulturës pranë DKRS-së. Madje, kjo situatë u konstatua se është mëse urgjente, ngase që nga paslufta nuk ka ndodhur të mos ketë drejtor të këtyre institucioneve për kaq kohë të gjatë dhe se mungesa e tyre krijon vështërsi të tjera. Në këtë drejtim z.Peci u zotua se disa nga drejtorët do të emërohen deri në fund të këtij viti, si dhe të plotësohet pozita e shefit të kulturës.
Krejt në fund u konstatua se ky sektor mjaftë i rëndësishëm për shoqërinë, duhet gjetur mënyra për tu rimëkëmbur, madje duke e trajtuar edhe si prioritet tek institucionet në nivel qendor si dhe ato ndërkombtare në vend. Palët ranë dakort për të parë mundësitë e bashkëpunimit ndër institucional me qëllim të evitimit sa më të lehtë të situatave të paparashikuara sikur kjo me shfaqjen e pandemisë, si dhe për zgjidhjen e problemeve të ndryshme në këtë fushë.
Ky aktivitet është mundësuar me mbështetjen financiare të Bashkimit Europian, në kuadër të projektit ‘Hapësirat Kulturore të Kosovës’ të implementuar nga Anibar, Lumbardhi, 7Arte dhe Pogon. Përmbajtja e tij është përgjegjësi e 7Arte dhe jo domosdoshmërisht reflekton pikëpamjet e Bashkimit Evropian.

MITROVICA CULTURAL SCENE FACES DIFFERENT CHALLENGES
The Network of Cultural Organizations-Mitrovica has held a debate with the director of DKRS Mr. Tafil Peci, focusing on the challenges posed during the pandemic and the steps to be taken for the benefit of the cultural sector. This activity came as a result after a short report issued by RROK, which revealed the challenges and the state of the independent cultural scene during the COVID-19 pandemic in Mitrovica.
From the beginning of the meeting it was emphasized that like any other sector, the pandemic has negatively affected the cultural scene by occupying it in an unusual, surprising situation and that the workers of this sector have been forced to operate from their homes, offering activities of various educational and artistic through social media and virtual communication. On the other hand, Mr. Peci – Director at DKRS, among other things, informed the participants about the challenges faced by the subordinate institutions of this directorate, closing many of these institutions and canceling a number of activities according to the measures required by relevant institutions.
As a measure to mitigate the challenges caused by the pandemic, Mr. Peci pledged that DKRS will announce a public call in the coming days which will aim to cover the costs of financial obligations, both in the field of culture and sports.
At the same time, DKRS hopes for the allocation of a grant in the amount of 300 thousand euros for a two-year project, financed and promised by the World Bank, with special emphasis on the needs of the youth sector, but so far this project has stalled and that are waiting to receive any additional information. The participants also expressed concern about the lack of cultural spaces, recalling that many of the cultural facilities have already been commercialized and that this sector faces a lack of adequate space and infrastructure to meet the needs of each institution. Representatives of cultural organizations also raised the issue of lack of directors in subordinate institutions of DKRS, and expressed readiness if necessary to support DRKS in its requests to the municipality, to provide and fill the positions provided by law for director of subordinate institutions. For almost three years there is no director of the Library “Latif Berisha”, director of the city theater “Muharrem Qena”, director of the “City Museum”, director of the cultural center “Rexhep Mitrovica” director of the Art Gallery, nor head of culture at DKRS. Moreover, this situation was found to be more urgent, because since the post-war period it has not happened that there is no director of these institutions for such a long time and that their absence creates other difficulties. In this regard, Mr. Peci promised that some of the directors will be appointed by the end of this year, as well as to fill the position of head of culture.
In the end, it was concluded that this very important sector for the society, must find ways to recover, even treating it as a priority to the institutions at the central level as well as the international ones in the country. The parties agreed to look at the possibilities of inter-institutional cooperation in order to avoid as easily as possible unforeseen situations such as the occurrence of pandemics, as well as to solve various problems in this area.
